The Regulatory Analysis & Integration Section manages the development and approval
of regulations for all program areas within the Department of Health and Human Services
(DHHS). This is also known as the rulemaking process. The Section also:
- Is the single point of contact with and prepares supporting documents to the Governor,
Legislature, Attorney General, and Secretary of State on proposed DHHS regulations;
- Reviews all proposed DHHS regulations for policy consistency across programs, standard
writing style, and technical accuracy;
- Assists DHHS programs in writing clear, understandable, and user-friendly regulations;
- Maintains a schedule of twice-monthly public hearings on proposed regulations. Division
analysts serving as hearing officers;
- Works with the Secretary of State to make DHHS regulations available on-line. The
regulations are in draft form at the public hearing stage and in final form after
approval;
- Maintains and distributes updated program regulations to subscribers and to HHS local
office staff across the state through its Manuals Unit;
- Maintains a tracking system to monitor all proposed DHHS regulations throughout the
rulemaking process; and
- Acts as an information clearinghouse on DHHS regulations.
