MMIS Replacement Project

The Medicaid Management Information System (MMIS) is the claims processing system for Nebraska’s Medicaid Program. In addition to processing claims, the MMIS also supports coordination of benefits, surveillance and utilization review, federal and management reporting, and case management.

During fiscal year 2006 the MMIS was used to process nearly 10 million Medicaid claims, and issued over $1.4 billion in payments to providers.

On May 2, 2007 the Department issued an RFP for the purpose of selecting a qualified contractor to provide the design, development, implementation and certification of a new Medicaid Management Information System that will be transferred and hereafter maintained by the State of Nebraska.

The federal government certified the MMIS in 1973 and although it has satisfactorily met its original objectives, it has become increasingly cumbersome to maintain and enhance because of outdated technologies in the automated application. Efforts to enhance the system over the past decade have improved some of the Medicaid Program operations. However, a recent analysis has shown that it will be necessary to replace the existing MMIS in the near future.

The analysis of the Department’s MMIS and recommendations began with a Request for Proposals (RFP) released on April 8, 2004. First Data Government Solutions was selected and performed the analysis. The executive summary was presented to senior management in the fall of 2004.

The 2004-2005 Nebraska Legislature authorized the Department funding to begin a project to replace the 27 year-old MMIS. The new MMIS will be expected to be flexible, responsive to change and represent a more efficient technology.

On December 15, 2005 the Department issued an RFP for the purpose of selecting a qualified contractor to provide the design, development, implementation and certification of a new Medicaid Management Information System that will be transferred and hereafter maintained by the State of Nebraska.

Four bids were received on April 26, 2006.  All four bids were rejected on June 20, 2006. The letter of rejection was published on June 20, 2006 on the DAS web site.   An Advanced Planning Document (APD) for development of a Request for Proposal for procurement of a replacement MMIS was sent to CMS on September 6, 2006.  CMS approved it October 5, 2006.  The original Alternatives Analysis was validated and updated.
