Mandatory Pay Cycle Conversion

This notice is intended for all employees paid on a monthly basis.

Last July, employees on a monthly pay cycle were notified of voluntary conversion options available to help with the transition of moving to a biweekly pay cycle which was to occur no later than July, 2008.  Many of you have taken advantage of those early opportunities, and we thank you. Since then, the mandatory conversion date of July, 2008 was lifted and agencies with monthly pay cycles were allowed to decide when their conversion would occur.

DHHS has decided to convert all monthly paid employees by November 22, 2008, with the mandatory transition beginning in April.  Human Resources & Development has been working diligently to determine how to lessen the impact of the mandatory conversion for employees and presented conversion options to the Department of Administrative Services (DAS).

The option DAS has approved allows for a “rolling” monthly pay period until November, 2008 when all monthly paid employees will be converted to the biweekly pay cycle effective November 22, 2008.

Below is the conversion schedule that is being adopted.  This rolling pay period changes the work dates each month to gradually work towards a date that coincides with the start of a biweekly pay period.

The chart below shows that beginning in April, 2008; monthly paid full-time employees will begin receiving pay for 168 actual work hours (rather than 173.33 salaried hours) per month.  The pay period dates will also change each month until the biweekly pay cycle beginning November 22 occurs and then all employees will switch to biweekly during that pay cycle.

Just prior to the end of the conversion in November, an extra day will be paid resulting in 176 hours paid for October 23 through November 21. 

During the transition from April through November 21, monthly paid employees will continue to receive their paycheck on the last working day of the calendar month.

Benefit deductions will remain the same and will continue until the first biweekly check when the monthly deductions will then be split in half for each biweekly check.    In months with 3 biweekly check dates, only two of the checks in that month will have insurance and other optional deductions.  There are usually 2 months in the year where 3 biweekly check dates occur. 

Some employees have requested to voluntarily convert to biweekly in January and February of 2008.   For those of you who have already made this request, if you would rather wait and be converted through the mandatory conversion process, please contact your payroll representative by December 21, 2007, to withdraw your voluntary request to convert to biweekly.
