BEST PRACTICE: Point in Time Count
CONTINUUM OF CARE: Region 6- Lincoln
The Lincoln Continuum of Care has coordinated efforts with its NE
Homeless Management Information System (NMIS) administrator to develop a methodology for
the point in time count. While the Department of Housing and Urban Development (HUD)
requires a point in time count during the last week in January (every other year), the Lincoln
continuum historically has conducted a spring and a fall count. Generally, fall data
is released during Hunger and Homeless Week events.
With the implementation of ServicePoint for a Homeless Management
Information System (HMIS), Lincoln added a survey component to the point in time count.
(The Northeast Continuum of Care, Region 5, also uses a survey in conjunction with
its point in time count.) The survey was reviewed and approved by the Nebraska
Commission on Housing and Homelessness Continuum of Care Committee.
Information attained with the survey helps emergency shelters,
transitional housing providers and homeless/near-homeless service providers identify
characteristics and needs of individuals and families who are homeless. The
documents linked below may be adopted/adapted by any continuum of care.
