The Nebraska Critical Incident Stress Management Program trains volunteers to provide crisis support to reduce the harmful effects of critical incident stress for; law enforcement officers; firefighters; emergency medical services, corrections, hospitals, and emergency management personnel; and dispatchers.
The core functions of the Nebraska Statewide Critical Incident Stress Management Program are:
- Recruitment and retention of volunteers (training, continuing education);
- Intervention services (defusings, debriefings, referral);
- Prevention (education, consult agencies).
An Interagency Management Committee provides overall organization leadership for the statewide CISM Program. The lead agency is the Nebraska Department of Health and Human Services Regulation and Licensure. This committee is responsible for the overall planning, program development, and coordination of program and related activities. The CISM Interagency Management Team is made up six members:
- One appointed representative from each of the five sponsoring state agencies:
- Nebraska Department of Health and Human Services, Mental Health
- Nebraska Department of Health and Human Services Regulation and Licensure, Emergency Medical Services
- Nebraska Emergency Management Agency
- Nebraska State Fire Marshal
- Nebraska State Patrol
- The statewide clinical director.
The CISM program is authorized by the:
Critical Incident Stress Management Act (Neb. Rev. Stat. §§ 71-7101 to 71-7113).

How to request a CISM Debriefing:
- Following the incident, the Nebraska State Patrol in your area is informed of the possible need for a Critical Incident Stress Management session.
- The troop dispatcher finds out the name of the community involved, nature of the incident, and the name and telephone number of the contact person.
- Information regarding the incident is given to the Clinical Director ( or someone he/she designates ).
- The Clinical Director calls the site to confirm the need for CISM service.
- If a CISM session is needed, a designated CISM contact in the area is notified.
- A CISM session is conducted at the designated location.
