Red Ribbon Symbol for AIDS Awareness MISSION STATEMENT

Develop a comprehensive HIV CARE and Prevention Plan for the State of Nebraska. The plan will identify specific strategies and interventions that are responsive to validated needs within defined target populations.                    

Statements of Purpose
  • Assess impact of HIV prevention and care issues in defined populations.
  • Identify & prioritize high-risk populations based on epidemiological information.
  • Assess HIV care & prevention needs & prevention services, including gaps and barriers within defined populations.
  • Identify, prioritize and recommend care & support services including standards of practice.
  • Identify and recommend strategies & interventions to prevent new infections.
  • Develop a comprehensive plan consistent with priority needs.
  • Review and endorse Statewide Coordinated Statement of Need. Review Prevention Application to Centers for Disease Control and Prevention (CDC) and give concurrence or non-concurrence.

Federal Requirements (HRSA) for Ryan White

  • Conduct a needs assessment within the geographical area served.
  • Develop plan to meet identified service needs, with PLWH (People Living with HIV) input.
  • Promote coordination and integration of community resources and services to address needs of all affected populations.
  • Assure the provision of comprehensive outpatient health and support services.
  • Periodically assess its own success and cost-effectiveness.

Federal Requirements (CDC) for HIV Community Planning

  • Develop a comprehensive HIV prevention plan for the area through a participatory process.
  • Ensure CPG (community planning group) reflects the diversity of the epidemic in the area and that expertise in epidemiology, behavioral science, health planning & evaluation are included in the process.
  • Ensure priority HIV prevention needs are determined based on epidemiologic profile & a needs assessment.
  • Ensure interventions are prioritized based on explicit consideration of priority needs, outcome & cost effectiveness, social and behavioral theory, and community norms and values.
  • Foster strong, logical linkages between the community planning process, plans, application for funding and HIV prevention resources.
